Pledge your unspent apprenticeship levy
Cornwall Apprenticeships is calling on large employers to pledge their unspent apprenticeship levy to support smaller businesses to take on apprentices or train existing employees across Cornwall and the Isles of Scilly.
Large businesses, those with an annual payroll over £3m, contribute to the Apprenticeship Levy.
Cornwall Apprenticeships is a partnership between Cornwall and the Isles of Scilly Local Enterprise Partnership and Cornwall and the Isles of Scilly Skills Hub. Together we can support larger employers in Cornwall realise the potential of their levy funding and support smaller employers to access levy funds.
Each year larger employers across the county collectively contribute millions into the Levy to spend on their own apprenticeship training. However, a high proportion of this money is not spent by the levy paying employer themselves. Instead it goes into UK Government to fund apprenticeship training across England.
We know that small businesses have been hit disproportionately by Covid-19 and the resulting economic shock. If you are a larger business, we can help you to pass on a proportion of your levy (up to 25% of your annual levy fund) to smaller businesses here in Cornwall and Scilly.
This means your organisation can positively support local job creation, particularly for our younger people, and progression opportunities for existing employees in the county by funding apprenticeship training in smaller companies, including those in your supply chain and sector.
Don’t just let your unspent funding automatically go to UK Government, help other local businesses in Cornwall by making a levy transfer directly to individual businesses.
We can work with you to identify how your apprenticeship levy could be used to support your wider business objectives, for example:
- Supporting businesses within your supply chain
- Developing skills and helping to address recruitment issues for small businesses in your industry
- Supporting corporate social responsibility
- Supporting job creation and progression opportunities in the county for other types of businesses and organisations
- Supporting young people and the unemployed into work and raising their skill levels and future employability.

More Information about the Levy
The Apprenticeship Levy came into effect on 6th April 2017. All UK employers with a total employee pay bill above £3m a year pay the Levy. Employers can only spend funds in their Apprenticeship Service account on apprenticeship training from a government-approved training provider.
Individual employer Levy funds expire if not used within 24 months. Instead of a percentage or 100% of unspent Levy funds being automatically collected by Government, Levy employers can transfer up to 25% of the annual value of their account to other employers. So, funding can be retained for the economic benefit of Cornwall, helping other local employers to pay for their apprenticeship training costs.
What will the money be used to fund?
Transferred levy funds can only be used to cover the costs of apprenticeship training for smaller businesses. So, you can take control and choose to transfer your levy funding to support other smaller businesses based in Cornwall & Isles of Scilly.
What else do I need to know?
- Funds are paid monthly for the duration of the apprenticeship
- Sending and receiving employers need to be registered on The Apprenticeship Service
- The transfer can only be used to pay for training and assessment for apprenticeships
- Only levy-paying employers can transfer funds
